London Mandates Green Roofs on New Commercial Builds Over 1000m
New planning policy requires green or blue-green roofs on all major commercial developments in Greater London.
The Greater London Authority has confirmed that all new commercial developments with a roof area exceeding 1,000 square metres must incorporate green or blue-green roof systems. The policy, which takes effect from 1 June 2026, represents the most significant planning mandate for living roofs in UK history.
The Policy in Detail
Under the updated London Plan Supplementary Planning Guidance, developers must achieve a minimum of 80% green roof coverage on applicable buildings. The guidance specifies three acceptable approaches:
Extensive sedum systems with a minimum substrate depth of 80mm, providing biodiversity benefits and stormwater attenuation.
Intensive planted systems with deeper substrates supporting a wider range of planting, suitable for accessible roof gardens.
Blue-green combination systems that integrate stormwater attenuation with living roof layers, helping developers meet SuDS requirements simultaneously.
Borough Rollout
The mandate will be enforced through borough-level planning conditions. Nine inner London boroughs will adopt the requirements from June 2026, with the remaining boroughs following in phases through to December 2026.
Camden, Islington, Southwark and Hackney are among the first wave of boroughs to implement the policy. Planning officers in these areas have already begun requiring green roof commitments at pre-application stage.
What This Means for the Industry
For green roof specialists, this represents a substantial and predictable pipeline of work. The GLA estimates that over 200 qualifying commercial developments are currently in the planning pipeline across London, with a combined roof area exceeding 500,000 square metres.
Mainstream roofing contractors should consider this an opportunity to diversify. Several leading green roof manufacturers, including Bauder, ZinCo and Alumasc, offer training programmes that can get experienced flat roofers competent in green roof installation within a matter of weeks.
The demand for qualified green roof installers is expected to outstrip supply in the short term. Contractors who invest in training and manufacturer approvals now will be well placed to secure work as the mandate rolls out across all boroughs.
Supply Chain Considerations
The volume of green roof work entering the market will put pressure on substrate and sedum supply chains. Manufacturers are advising contractors to place orders early for projects in the first wave boroughs to avoid lead time issues.
